I am thinking the same way as you since it seems to be an intermittent
problem. Guess it depends on where the piston stops when it is shutdown
because it definitely seems to stop turning when the piston is neat TDC.
The smoke I get is the contact wire heating up if it locks up for too
long. Thought putting a larger battery with more cca's would solve
this, but it hasn't. Didn't notice any smoke last time as I think this
new battery didn't have as long a delay turning the engine past TDC
versus the old battery, so maybe I am OK. Seems like lots of folks have
the same problem, so I'm not sure if it's worth getting a new or rebuilt
starter, especially since yours was just rebuilt and is doing the same
thing mine and others loops are doing. FYI, just picked up a Magnetti
Marelli coil, my OEM is leaking a bit, so it's almost time to change it
out.

More work required to get it over the top but once it does there there is some inertia built up and the battery can handle the rotation through the next compression cycle.
