The lock mechanism is different, yes. The key, however, is the same and the ones I have seen fit both toolboxes and the fork lock. Guzzi used to (maybe still does) sell the whole set under one part#. I don't have my parts book with me so I can't give you the number at this time. I'm sure they are only a dollar or two. :-)

If you have toolboxes that lock (my 71 Ambassador does, don't recall if earlier models do) the key should be the same. You can get into the toolbox by carefully driving out the hinge pin. The toolbox lock should be easy enough for a locksmith to disassemble and make a key for and then you would have the fork key as well!
