Basic troubleshooting.
Ask your self a few questions first.

Is this a new problem?
Why do you suspect the starter?
Is the timing correct?

Start eliminating the components

If you suspect the starter.

1. ) Try jumper wires from a battery in a car to the bike. Hit the starter
button. Still having the same problem? Step 2.

2. ) Pop the plugs and try to turn it over. If it still turns over slow. I
would check all the connections. Meaning take them off clean them and lube
them with dielectric grease. Check the wire from the battery and make sure
the corrosion has rotted under the connection. If it has you may need a new
positive lead. Do the same with the ground lead.

Replace,Reassemble as needed. Try starter again.
Still having a problem with starter speed ?

Have the starter rebuilt and tested. Someone earlier in the month mentioned
a few places to have them rebuilt.

Something my dad told me. I kept occasionally heard a bumping noise when I
went over bumps coming from the back of my first car. My dad and I had gone
over everything when I bought it and replaced shocks, etc. He knew it was in
drivable condition, despite the multi-colr body panels. His advice....turn
up the radio.

ignition timing imho is 90% of the reason the loopframes are hard to
start. make an index mark somewhere on your distributor hold down for
where it's set now. now loosen distributor hold down, advance it all the
way. hit starter. then retard it all the way, hit starter. you will
see a massive difference in how it spins. find a happy medium, advance
it till it starts to ping under load, then retard it slightly. then
check and see if it will start when hot/cold. erase old index mark,
make new index mark. this solves almost all the starter turns slow issues.
