Take the time to do some measurements. All the specs are in
the manual, downloadable at Greg Bender's site. Measure piston to
cylinder clearance. Measure the ring groove & clearance between the ring
& groove with ring installed on the piston. Measure the valve to guide
clearance (most probably the source of the carbon).
I don't think you want to hone hard chrome. You might be able
to source a ring set from Hastings. Use cast iron rings - don't put
chrome on chrome.
