He means verifying/adjusting the clearance. The Chiltons manual - available for download on Greg Benders site, details the procedure quite nicely in the tune-up chapter. Its really quite simple, the key is getting the each piston at TDC on the compression stroke before you measure. It'll take you an hour the first time, then about 15 minutes thereafter. If you seach the wildguzzi forums, you'll find several threads on how to find TDC as well.

Ok.
I don't see a torque spec in the service manual. What should I use?
I am not sure what you mean by adjusting the valves because they may be tight. Is this the spring load?
Any details you can give are greatly appreciated.

How long has it been since you re-torqued your heads and adjusted your valves. Your symptom sounds a lot like tight valves. Do that service before you mess with the carbs.
