What Greg said. The reason the throttle should snap back is because
there is a spring in the carb "tower" between the top cover and the
slide. So another thing to check is that these exist and that they are
not slammed, worn out, stuck, or whatever.

You can set it to lock the throttle in place, etc. 2. Lube all of the cables and be sure they aren't frayed, etc. You'll probably need to remove the tank and check the 1-into-2 cable splitter. Best to take it apart, clean, relube and assemble. They do tend to get full of hard grease after 30 some-odd years. 3. Check to be sure that the end of your hand grip isn't on so tight as to be rubbing up against the end of the handle bar. 4. Disassemble, clean, lube, and reassemble the throttle itself.
