Greg,
There is supposed to be a some looseness in the advance springs to
provide the initial advance after starting. The weights move out slightly
and provide that initial advance. Then the springs counter the centrifugal
force of the weights to provide the hopefully proper advance as engine speed
increases.
Bob,
I have also heard the same about putting the springs on the wrong sides,
but it should not really matter if they are backward. I think each weight
is slightly different and therefore require different spring strength to
provide the necessary spark advance curve.
But then again, what do I know
