I've got a 71 police Ambassador. The pic of the bike you are looking at
does not look police to me. The color scheme is not correct, as you
suspected. Police models had black tanks and white fenders. Perhaps he
repainted it? A dead giveaway of a police model is that the ignition
key is on the left side of the bike where the toolbox is located on
civilian models. Look at the right side where the tool box is, then
look at the left side, there should be no tool box, just the ignition.
Also, police models had: solo seats, spotlights, special speedometer
housing with a bunch of indicator lights on it, front and rear
crashbars, floorboards, heel-toe-shifters, long side stand, higher bars
than the civilian model, a screw on cap for the gas tank, and a rack for
the radio which sat directly on top of the rear fender. Go to

Police", you'll get the idea from those pix.

Sounds like this bike may be civilian with a few police bits (the owner told me the bike was a police model and that the bracket at the back behind the seat was originally for the radio). I figured it should have floor boards and that the seat was wrong for a cop bike, but then again if someone wanted a bike for everyday use i suppose they would be the things to change.
