Probably answered.....but..
Outside. interference fit. Dave R suggests a thin film of clear silicon on
the lip of the boot. Mine doesn't seem to need that. (shrug)
Best way to get it into place is to remove the airbox. put the boot on the
carbs. do the silicon bit on the big opening (if you wish)slip the airbox in
and loosely bolt the top mount. Then push the bottom into place and bolt it.
I think I only had to use a dental hook in a couple spots as I pushed the
airbox into place.

Does the rubber sleeve fit over the box cover opening , or is it supposed to be seated on the inside of the cover? It sure doesn't look like it will seal well if rubber connector has to seat inside the air box cover. What gives?
