Ray,

Your forks are fully extended when you are installing the front
wheel. The axle will slip in fine if the forks are the same length and
they are both installed at the same height. If they are both seated in
the top triple clamp/plate (which they probably are) and the triple
clamp is not bent up, then one of the legs may be longer than the other.
That length is dependant on the length of the fork tubes, and the height
of the 2 bushings inside each slider. When the fork is fully extended,
the bushings are butted up against each other. If the two bottom
bushings (12525800) don't match, or if the two top bushings (12526700)
don't match, the legs will be different lengths when fully extended.
This assumes that the lower bushings are installed right on the fork
tubes and the fork spring housings are fully seated, locating the top
bushes. The parts book also shows some shims (95100901) installed
between the bottom bushes and the bottom bolt (12525900), but those will
only add up to 1/8" or less.
But before I would pull the forks out of the triple clamps for
disassemby, I'd try fitting the axle without the wheel, then remove the
front fender & try again - maybe the fender brackets are interfering
with fork travel.

then the pinch bolts. I wanted to be sure the tubes were all the way up
before tightening the pinch bolts.
I guess I'll take the legs off again tonight and have another look-see

If this isn't it, then I would suspect something in the assembly
process, although I can't say what that would be. But, they do need to
line up at the bottom.

I've taken them both apart twice looking for answers. Both legs were
rebuilt by me with new seals, Wirth springs. Same fluid in each. PVC
spacers in each. Ideas??
And I thought this assembly part was going to be easier than the
rebuilds.!

Rear drive problem apparently solved. JB Welded the hole which was
likely a casting error. Plus Patrick reminded me about gaskets in
between each metal surface for flange shims. I forgot the top one.
