Hi Ray,
The first thing that comes to mind is that - perhaps - one of the large
bolts that goes into the top of the fork tube isn't completely tight.
For me, I take turns tightening that bolt and the pinch bolt a couple of
times...usually isn't a big deal though.
If this isn't it, then I would suspect something in the assembly
process, although I can't say what that would be. But, they do need to
line up at the bottom.
