As others have explained TDC is the point where both the intake and exhaust
valves are closed and maximum clearance between the rocker arm lash bolt and
the valve stem occur.
I use a narrow 6 inch metal scale that I insert into the spart plug hole as
I'm rotating the engine using a rachet on the crank nut. As it approaches
TDC I carefully watch the graduations on the scale rise past a given point
on the head. When the scale stops moving I know I'm at TDC.
After adjusting the valve clearance I rotate the engine a couple of times by
hand and repeat my work to make sure I've got the valve clearances set
correctly.
