Ted,
according to dave richardson in guzziology, it has to be tdc on the compression stroke, otherwise the exhaust valve won't be completely closed when piston is at tdc, section 4-8.

I'm just curious, does it really matter if it is on the compression
stroke? Doesn't the cam push the same distance regardless of the stroke
its on?
