Keith,
I believe that the compression check should be done on a warm engine. Pull
both plugs, hold throttles wide open while cranking and let it kick over
several times until the reading no longer rises.
You can then squirt a little oil in the cylinder and test again. If the
reading rises much after adding the oil, you may have worn rings.
I would also suggest that you adjust the valves (on the cold engine) prior
to doing the warmup run. If you have a tight valve clearance, that may allow
compression to escape and give you a low reading.
