That's the ring gear. The starter engages it when...well, when the
starter engages. Nothing to worry about unless the starter skips and
grinds (like an old car that you have to hit the key 2-3 times and you
can hear it grinding...). I'd leave it alone unless they are worn down
to nothing or they are missing.
