Your problem, as described here, is typical on older VW's and they use basically the same starter setup. On my veedubs it's always cured by adding a bosch starter relay near the starter ($20 at vw parts store). Takes about 10 minutes, including Ian's beer lubing recommendation. On the VW's it's fequently a problem of unusually long distance the juice has to flow from the ignition to the rear mounted battery and starter.
