Hi Keith,
Three things:
1. Personally, I wouldn't drill any holes in any dash.
2. I like your idea of creating a bracket...that would be my choice.
3. As for keeping the cable from turning, I'm not sure what to do as
I've never examined one in detail. I will say that my 2000 Quota
requires two hands to operate...one to turn the knob and one to keep the
cable from twisting up on itself under the dash. To the best of my
knowledge, it's operating as designed - poorly.
Please let us know what you end up doing.

I've got a speedo with a tripometer. The trip reset cable is currently hanging down under the speedo housing.
