i tried a hammer and a punch - they don't budge. i'm thinking the bearings are shot, as it definitely moves on large bumps/hard front braking...

I did mine with a punch and a light ball peen hammer. Blue locktight on the threads and then tap, tap, tap until it stopped moving. I marked both lockrings and the plate with dot of white paint so I could see if they were loosening up. 5K so far and no movement.
