My recent experience started with Rustsol I saw advertised, $50.00 a
bottle. After letting it work for 3 weeks with lots of shaking with
nuts on a string etc. It took off a lot but not all of the rust.
I then tried some Yamaha Tank cleaner and Neutralizer, $11.00 for the
kit. I let it work for a week or two, swirling around bolts on a string.
Worked great!!! Drain it. Rinse out twice.....I kept rinsing and the
4th time brown came out as it started to rerust!!!
Pour in the small bottle of neutralizer and swish it around good and
your handled. No rust since. I too was worried about a sealer!

p.s. Both instructions claim 2-3 hours is all it takes to remove the
rust. Not in my case!
