Thanks for all the help/suggestions. In answer to a lot of questions: The carbs have never run with this bike. The bike didn't have carbs when I bought it, these are from Harpers. All the jets, floats, etc. do seem to be new. Idle jet 45 Main jet 145 Floats appear to be set so that the tang on the float is parallel to the carb body when inverted. Both carbs appear even. Choke setup is the individual levers on each carb. With both mixture screws on 1 turn out, throttles set to open together, bike starts on choke right away. Runs great while choke is on. Once warm, will idle without choke, but hesitates badly (sometimes dies) when given throttle. Plugs look rich, but if I leave the choke on, the bike accelerates fine. Moved the needle to leaner setting (not noticeably better), and richest setting (worse I think, with backfiring increased). Still trying.
