Check to see that the fitting at the tranny is tight also. Mine would jump
around, and never reach my true speed either, until I tightened it.

Usually it is the cable. If you can positively rule out the cable (even a new cable can have a bind that causes surging). Otherwise the speedo can will need to be opened . The surging can be caused by underdamping usually from the speedo bearings being too dry. The other cause is debris in the magnetic drive.
