The binding feeling was just off center to the right and reproducible each
time. What is odd is that they were fine 10 years ago when I greased them
after replacing the fork lock, the bike has sat garaged since then and the
grease seems fine. Nothing is hanging up because only the triple tree is on,
tubes, lowers, wheel are all off, no cables or electrics. The fork lock is
retracted... so you made me go out to the garage.
With eyes closed and very slowly, both bearings have a "gritty" feel at one
point, I wouldn't call it a notch but then I am not known for describing
what my hands are feeling.

A piece of hard grease doesn't sound likely, but I know that you're trying to think of a reason for the feeling, given that the bearings appear fine. Maybe a bad roller? Cables or wiring harness hanging up? Could they have been reassembled too tightly at some time? You just need zero clearance and not torque in there. Is the fork lock hanging up somehow? Is the lower/upper triple tree contacting the steering head? That's about all I can think of.
