The binding feeling was just off center to the right and reproducible each
time. What is odd is that they were fine 10 years ago when I greased them
after replacing the fork lock, the bike has sat garaged since then and the
grease seems fine. Nothing is hanging up because only the triple tree is on,
tubes, lowers, wheel are all off, no cables or electrics. The fork lock is
retracted...
Well, if the only change you made is the fork lock, I would think about
that. Put your finger on the lock while turning the triple trees and see
if you can feel it contacting the stem as you do it.

With eyes closed and very slowly, both bearings have a "gritty" feel at one
point, I wouldn't call it a notch but then I am not known for describing
what my hands are feeling.
We've been accused of OVERSHARING on this list once before, so I
really don't think you should go into describing what your hands are
feeling.
A gritty feeling probably means a bad bearing, since you're in there
already it's a simple enough thing to replace. Won't cost you nothin'.

It's strange about what you say about yours seeming to be fine; from
what I understand if you have a 'notchy' feeling it's usually when the
forks are in the straight ahead position, is that where it is?. A piece
of hard grease doesn't sound likely, but I know that you're trying to
think of a reason for the feeling, given that the bearings appear fine.
Maybe a bad roller? Cables or wiring harness hanging up? Could they have
been reassembled too tightly at some time? You just need zero clearance
and not torque in there. Is the fork lock hanging up somehow? Is the
lower/upper triple tree contacting the steering head?
That's about all I can think of. Oh yeah...just call the parts
washer a washer and tell your wife it's for the laundry that you'll be
doing in the garage.
