I was hoping Greg would jump in on this. I went back out and checked my LAPD Eldo. There is not a VP on the headstock plate but there is on the engine block. I went over and checked my buddy John's civilian Eldo and sue enough it was the same way. No VP on the headstock, but there it was on the engine.
So Greg, is there any definitive way to tell if a bike was purchased or used by a police dept?

Usually, it is stamped pn both the engines and data plates.
