Sounds like it is vented. Are there slots in the sides of the filler
neck (down inside the tank)

The cap is a screw on. There's a small pin hole underneath, but don't
see where any vapors would escape.

in it. A couple drops get on the cap when the tank is totally full. But no guarantees how original that hole is... Today, riding with Keith Ruff, I stalled a couple times in fourth and fifth gear. The quick fix is to crack the gas cap as it's ready to choke out, and a couple seconds later it's cruising great.
