Subject: Please help me sort out my hard starting problems

On my Eldo, when I walk out first thing in the morning, my bike starts right
up without using the choke. After it runs for a bit, if for some reason it
dies or I shut it down, it is very hard to start right after that. It
doesn't even have to run 3 minutes, and doesn't seem to matter how long it
runs. Also, when this happens, if I do choke the bike, it sounds as if it
is turning over more slowly...ditto for if I use no choke and just twist the
throttle. Finally, I seem to hear a sound around my carbs at times, that
sounds like a gurgle. This bike has new cylinders and pistons, new valve
job, etc. I am hesitant to ride very far, in the event that it won't start
and I will run down my battery trying. Could I have the carbs set up way to
rich and be flooding the machine while trying to re-start? IDEAS? OPINIONS?
