Bruce,
You don't adjust the bearing to fix the steering lock problem, you have
to rotate the steering pivot shaft. Unfortunately, this is a pain,
unless the steering head is off of the bike. You may be able to rotate
it by loosening both the top and bottom nuts on the shaft, and then
turning the shaft by means of a jamb nut or a spacer at the top. You
could also try wrapping the bottom thread with a piece of leather and
then turning it with a pair of water pump pliers.
