Well squire...simple things first.
1) are the spark plugs sparking at all? If yes then I would check some other
simple things(see below) If no, then It's an electrical issue. Open the
distributo and see if the rotor is in place. If not...guess what... If it
is, check and see if the points are even opening at all. remember the spark
plugs fire when the points OPEN. If they never open, no spark, no joy.
2)so you are getting spark....now what? Gas. Is there any getting in the
float bowls of the carb?

3) Air. doubtful. too much or too little air is usually a problem with
running, not starting......

Now then, you have spark, you have gas, air all around...timing?
You are right. You can have the wrong pulley or even the right pulley on one
of 3 different ways. so...get the left cyclinder at TDC. I pull the plug and
put a rod in the plug hole. I favor a wooden one...like a chopstick. And
crank the motor over using a wrench on the crank nut. Don't use the starter.
I know..sounds like a no brainer..but... so as the motor is turned, feel the
height of the piston with the rod. careful, it is easy to catch the rod and
tweak it in the plug hole..that'w why I like to use something soft. now when
the piston gets to the tup of the stroke there is a brief hesitation before
it goes down. That could be TDC....could be because there are 2 times in the
engine cycle where that pistion is at the top of the stroke. bu only one
time is actual TDC for that cylinder. That is when the valves are all the
way closed and the piston is at the top of the stroke. that's the squeeze
phase of suck, squeeze, bang, blow (four strokes rule)...
so the valves are closed(rockers are a hair loose) now what? now go back and
look at the distributor. The front edge of the metal skimmer on the rotor
should be just about hitting the spot where the upper plug lead (to the left
cylinder)comes out of the distro cap. If not...the distributor is in the
block off a few teeth. if that checks..look at the pulley, one mark should
line up on the mark on the case. if not the pulley is on wrong. okay so now
it is on the tdc mark, the distro is in place correctly....now it must be
timed. Having the premier guzzi repair book and guzziology are a big help
here. why? well I forget off the top of my head which mark is the timing
mark here. now I like to static time, because it is easiest for me. get one
of those 12v light probes the one with a clip and a probe that lights when
you hit current. one with 2 clips would be great too. you can even make one.
one clip gtoes to the case, the other to the points. now with that in place,
back the crank away from the timing mark. The light should be dark. (I may
have this backwards, help me out here guys) now sneak the crank up on the
timing mark and stop just when the light comes on. check the alignment of
the timing mark and the case mark. I squint through the fork legs to get a
dead on look. adjust the distro until the light comes on at exactly the time
the marks line up. bingo.

there was a booklet published years ago that gives step by step anal
retentive methods for regular maintenance items like timing. you might check
around and see if anyone has one you can copy.

well shit that was a long winded note, eh? sorry about that. and I even did
it without using the word phuq

lotsa luck let us know how it goes.

Ian...good point on the ground, it is good. The coil also is good, as is
the associated wiring to the distributor.

Zerhackermann ......How can I initially check the timing? I understand
there can be some confusion on the various models, and the front pulley.
If this is true, how can I be sure I have the correct pulley?
