I was told when I asked the same question, that the round tubular guards
were used on the LAPD bikes to protect the officer's boot finish, as
they wore very high boots, and with the foot flexed they tended to lean
into the cylinder head giving a smartly polished boot a "brand". Not
sure is this is correct, but at least it is more Guzzi lore.
