The civilian frame and the police frame were fabricated differently at
the factory. One variance was the lower rail lug for the sidestand.
The other was modified frame angle gussets to accept crash bars. There
may have been further differences.
The police frame has a hole in the gusset plate where the vertical frame
rail behind the transmission turns level and aft to support the fender
and seat. The gusset plate also had a double thickness plate welded to
its inside surface for additional strength.
There is nothing to stop you from drilling a similar hole in the gusset
plate of your civilian frame. Please understand that you will be
slightly weakening a frame section and that it won't have the same
strength in a hard crash.
So what. As long as you keep note of it and report it to the next
owner. I did it to my 73 civilian.
