Sounds like either the previous owner "cream" coated the tank and
perhaps it ran out the neck a little or it is varnish. My gas cap was
completely covered in varnish when I got this bike - I had to scrape it
all off because a buffing wheel wouldn't cut through it. Gas cap looked
like it was copper coated. You don't need any silicone around the neck,
just get a new gas cap gasket. The old VW Beetle oil filler cap gaskets
are a perfect fit for the loop gas cap.

I'm guessing maybe this is varnish from gasoline vapors condensing and following capillary action (boy there's a lot of 50 cent words).
