Yep, that would be my guess as well. I measured the stock Guzzi police boards and they are almost identical to the boards on my 2003 Electra Glide. The only difference being the mounting points underneath. Guzzis are 9.75 " center to center. Harley is 8". Wouldn't be too difficult to adapt.
Probably Chrome Specialty or V-Twin. The mounting points are not exactly a direct bolt on to the Guzzi rails, some modification is required to get them to fit.

I saw these on ebay this morning...never seen them like this before. looks to me like they might be for an early V7/Ambo Police set up. But, it doesn't quite look like anything in my spare parts catalogs. Anybody know the story?
