Probably Chrome Specialty or V-Twin. The mounting points are not exactly a direct bolt on to the Guzzi rails, some modification is required to get them to fit.

I saw these on ebay this morning...never seen them like this before. looks to me like they might be for an early V7/Ambo Police set up. But, it doesn't quite look like anything in my spare parts catalogs. Anybody know the story?
