Keith, I have had this problem with another bike and have fixed it in the
way you are suggesting but..... the Loop fender stays are 3/8" steel rod.

Just looked at the wheel itself, it is perfectly centered between the
forks. Looked closer at the fender arms that attach to the forks, it
appears the right side has a slight bend in it pusing it over to the
left, perhaps I need to bend that side straight and bend the other to
push the fender more to the right?
