Fact is there is a lot of conjecture from the documentation end that is
hard to support either way. Guzzi shipped bikes to dealers that may have
been intended for police sales and they wound up with civilian first
owners . Dealers would swap parts in their shops to accomodate civilian
and/or municipal customers . Large municpalities could order batches
pretty much as the parts stock would provide. At times US market bikes
were augmented by Euro market models to satisfy supply shortfalls here
in the States.
The nice thing for us is there are plenty of combinations to choose
from allowing us to build personal bikes that are very authentic at the
same time. It is more fun to build what you want and ride than to fret
over which bar riser your bike should REALLY have !

Whoa! I'm getting more confused each message! :-) There seems to be a lot missing from this bike for being a police model; like windshield (brackets?) Solo seat? Bags? Wouldn't there be a couple of extra lights on the front and back? So, is this actually the "California" model??? Didn't the early Eldorado models retain the single speedo setup even in 'civilian' form?
