Fred,
When I restored my Eldo, I spent about 10 hours per rim to get them
polished. I started with 150 grit paper, and worked up to about 600 grit
paper (working by hand and with a detail sander) before going to the
buffer. The T3 wheels I have now are in worse shape than my Eldo wheels
were in.
I have had parts polished by pro places before, and it ain't cheap. I
would estimate that the cost of doing this would be considerably more
than half the price of the Excel rims (one rim costs about $125, I
think).
