My Eldo was long plagued by brakes such as you describe. The rear was OK, but the front was a continual PITA. Acting on a tip from some Brit bike friends, I found a real old fashioned brake shop here in town. They bonded new lining material to my front brake shoes and arced the shoes to the drum ID. I did a careful job of adjusting the shoes for full contact when installing and I lubed the brake cable.
After a couple of weeks of riding, I find the new brakes are not as powerful as I'd like, but they are quiet and certainly stop much better than the old linings which is a nice improvement. If they continue to stop as well as they do now, and don't start squealing, I will be happy.
The local shop - Brake Service of Colorado Springs - used a "242" lining which is apparently a common material made by Raybestos and others.
Best of all, this job cost me the whopping total of $26.30!
