Rich,
The cheap ones cycle like that cause they don't have an RMS voltage
reading. Use an analog meter or a 'true RMS' DVM. Make sure the
connections are good, though. Most cheaper DVM's do cycle when they
aren't hooked up to anything. It's not a big deal- voltage can only be
read in reference to something- if it's not hooked up to anything, then
some DVMs cycle while 'looking' for a signal.
