Charlie,
Last year I bought some "higher quality" rain gear that is manufactured
by "Teknic." So far I've used it a dozen or more times in pounding rain
and always come home dry. It goes well over jackets and pants. The
coller is high so if you wear a helmet when it's raining hard your neck
doesn't get wet either. The pants come with suspenders and they have
zippers on the bottom of the legs w/straps to hook around your boots.
They were about $125 for the jacket/pants combo. Good luck hunting!
