My current Eldo is a police model so I can't look on the bike but my
Chiltons shows the tach in the diagram even though there are no turn signals
shown. It shows the center wire on the tach as black and going to ground, a
blu-black wire going to the positive terminal on the coil, and a black wire
going to the negative side of the coil. I used this hook up on my last eldo
and it worked.

You must be looking at the same (incorrect) wiring diagram I have. If you look at the civilian Eldo diagram in the old service manual, it's the same as that of the Ambassador, and has no turn signals or front brake light switch.
