Did you try screw the cap into the tube before putting the damper in. Might
be hanging up on the damper. It should have a slot that the damper fits
into.

The threads do not look to bad so I do not know that the problem is. I need some new ones anyway. It looks like the PO used a chisel and hammer to remove and install them.
