I run mine as rr turn signals since I dont like the clutter of all those
brackets and bulbs and wires. BUT of course there's a bad ground so the
flash speed matches the rpm. Eh, what are ya gonna do.. Don't sweat the
minor stuff. WHEN they are working correctly, it's pretty cool.

That is correct, They are just running lights. One wire to the metal strip inside the bag for ground and one wire to the taillight wire for power and a connector so the bags can be removed for cleaning and service.
