There used to be a police motorcycle historical society, or some such,
on the web. May still be there.
There was a guy I got ahold of through that group that had sets of those
same bags for sale, along with CHP tank decals, and other goodies.
Those bags are cool but very very small. They'll hold your tool kit,
rain gear, and lunch but not much more. That's why I opted for the
larger and just as cool Buco bags.
To use them, you'll need the bag carrier. Do you have one?
I can try to dig out the information, but it was several years ago so I
may not find it.
