A good locksmith should be able to READ the tumblers and/or pick the lock
to get the cylinder out. Once out, a key can be made.

Unfortunately the latter. The cylnder needs to move to an odd position in order to come out. It won't rotate to that position unless the key teeth have pulled all the tumbler teeth down flush. Think about it. Wouldn't be much of a lock if someone with a blank key could just slide it out. Any idea what happened to the broken off piece? I was able to prise mine out with needles and then managed to bodge up a replacement so I could remove the cylinder. Once out, I tossed the whole thing and installed a new one with two good keys.
