Had the same problem on mine, it was the rear brake switch which was
shorted internally.

Put a 12v light bulb in place of the fuse. Work the hand and foot brakes
and see if the lamp lights up at full brilliance. Bounce the bike around
and look for the same result. The fully lit bulb indicates a short.

The fly in the ointment is the brakelight. By the time I come back
from one of my little jaunts my brakelight fuse is toast. I have tried
to track the short from both ends of the bike but can't seem to locate
it.
