Gary, I have not said that every nut or bolt must be backed off. It is not necessary to back off at all so long as the nut or bolt being torqued turns before the wrench goes 'click' (if you have one that goes 'click'). If the nut being torqued does not turn before the wrench goes off, then it should be backed off enough that it will turn clockwise before the wrench setting is reached. Enough can be as little as 10 degrees for instance, as long as the nut will turn clockwise before the torque wrench setting is reached, and I would not describe this as 'loosening'. This is probably different to what the Toyota guys were referring to in their advisory. Making sure that the bolt turns is the only way that you will know that the torque wrench setting is accurate. From what I've heard on the list, a lot of people don't bother with this, and have had no problems. This is fine, but they should also know that if they torque a bolt, and the wrench goes 'click' before the bolt turns, then it is not possible to tell the value to which that bolt has been torqued.
