Tim,
The windshield should have 2 vertical metal pieces which end up on
both sides of the headlamp when the windshield is mounted. Each vertical
piece should have holes in it which line up with holes in the mounting
brackets on either fork leg, to which they are bolted. The windshield
has to be curved somewhat for the vertical pieces to make contact with
the mounts. It sounds to me like your windshield might not have these 2
vertical pieces since you do not describe them.

Now for the clincher....I also purchased the reproduction mounts for the spot lights, and can't get those to line up with the brackets for the windshield, although I was told they were to be mounted in the free hole at the bottom of the windshield brackets.
