Ian,
It stands to reason that some of the vintage bike racers would have come
up with a "homebrew" solution. Sounds like you lucked out finding
somebody in the area. I know that Vintage Brake has a anywhere from a
two week to three month wait, depending on what service(s) one's brake
require.

Tom, There is a fellow that lives nearby who deals with this kind of thing. He is an vintage racer and does all kinds of drum bikes....not just Loops. He told me that he takes the whole wheel assembly and basically makes the brake fit the drum the best way possible. Of course he adds the better softer compound and when he sends the wheel back to you he gives instructions on how to properly mount the wheel etc.... This is likely something that you know all about. Really there is no rocket science involved.....just getting the best compound and working to get the most out of the assembly. I also suppose that after doing a bunch you get the feel of how to do it right. He's done a bunch and does many of the racers around these parts. I figure if anyone is interested in the best braking it's these guys.
