Todd,
How are you providing a ground for the tailight while it is off the
fender? It sounds like the turn signals are seeking ground through your
LED tailight. Even though you only connected two wires, there are
actually three connections needed to make thing work properly, and the
third one normally comes through the fender and its connection to the
tailight assembly. Try grounding the shell of the LED holder and see
if it makes a difference.

I wasn't......I am a moron when it comes to automotive electronics.
The third wire was a ground wire connected to the mounting frame
of the LED. When the LED frame was bolted to the fender
it was then grounded, and it worked properly.
I switched the wires around and intalled the fender and all is well.
Works like a charm...Learned a few things the past few days too..
