I back off just a teeny bit. My rationale is that there is some stiction
in the bolt and you need to sneak up on the torque reading--ie the
measurement with a torque wrench is a dynamic not a static process. I
can't imagine that backing off a little bit would be harmful. Most of the
instructions recommend initial torquing by the rule of thirds. You start
with the bolts finger tight, then torque in sequence to one third of the
final recommended value, then to 2/3, then to full value. This is to
prevent warping of the part in question.

The point is that backing off to 2/3 of max value would not seem to cause
problems.
